The kick-off meeting of the “Technical Assistance for Transposition of the EU Emissions Trading System (EU ETS) Legislation into National Legislation” Project, implemented under IPA III, was held on 9 September 2026. During the meeting, the project’s objectives, activities, expected results, and implementation process were discussed.

With a contract value of EUR 2,520,000 and an implementation period of 30 months, the project aims to support Türkiye’s alignment with the EU Emissions Trading System (EU ETS) legislation by 2030. In this context, it seeks to develop the necessary legal and institutional framework and strengthen the technical and administrative capacities of the relevant institutions.

Within the scope of the project, legislative and institutional gap analyses will be conducted, and secondary legislation on the Free Allocation Rules (FAR) and the Market Stability Reserve (MSR) will be prepared. In addition, sectoral assessments, modelling and analysis of the economic impacts of a potential linkage with the EU ETS, as well as training, capacity-building, stakeholder engagement, and awareness-raising activities will be carried out.
