The IPA II/19th and IPA III/7th Sectoral Monitoring Committee Meetings for the Environment and Climate Change Sector were held on 4 June 2026 in a hybrid format at the Turkish Environment Agency Facilities, hosted by the Directorate General for EU and Foreign Relations of the Ministry of Environment, Urbanization and Climate Change.
The meeting was moderated by Mr. Mehmet Yunus İnan, Head of the Department of Project Preparation and Monitoring of the Ministry of Environment, Urbanization and Climate Change. During the opening session, remarks were delivered by Ms. Maria Luisa Wyganowski, Head of Cooperation Section at the Delegation of the European Union to Türkiye, Mr. Bulent Ozcan, Director General for Financial Cooperation and Project Implementation at the Directorate for EU Affairs, and Mr. Mehrali Ecer, Vice President of the Presidency of Climate Change. In his speech, Mr. ECER shared detailed information regarding the preparations and process for COP31, which will be hosted by Türkiye, and highlighted the country’s priorities in the field of climate diplomacy.
Following the opening remarks, Assoc. Prof. Dr. İ. Raci BAYER, Head of the Department of Project Implementation of the Ministry of Environment, Urbanization and Climate Change, delivered a presentation on recent developments, priorities, and future perspectives in the environment and climate change sector.
Representatives from relevant institutions and organizations attended the meeting, during which the current status of programmes and projects implemented under the IPA II and IPA III Environment and Climate Change Sector was discussed in detail. Within the scope of the meeting, recent developments related to the IPA programming process were shared, while progress achieved in project preparation activities as well as tendering and contracting procedures was evaluated. In addition, the current status of project implementation under the IPA II and IPA III periods was reviewed, and participants were informed about the technical assistance activities carried out to support post-earthquake recovery efforts in the municipal infrastructure sector.
The meeting also addressed key indicators related to the financial implementation performance of the programmes, while progress towards communication and visibility targets was assessed. Findings and recommendations obtained through monitoring activities were shared, and views were exchanged on issues encountered during the implementation process together with proposed solutions. Mr. Ali DOĞAN, Deputy Director General for External Economic Relations at the Ministry of Treasury and Finance, provided information regarding the functioning of sector-level management and control systems. Furthermore, operational conclusions and recommendations related to the 19th Sectoral Monitoring Committee Meeting were reviewed, and evaluations were made with a view to enhancing the effectiveness of the programmes. During the meeting, the launch video prepared under the Project for Strengthening National Climate Finance Capacity was also presented to the participants.
