The opening event of the European Union-funded project “Technical Assistance for Results-Oriented Monitoring in Türkiye – Phase IV” was held in Ankara on 10 February 2026.
The opening speeches were delivered by Mr Barbaros Murat Köse, Head of the Central Finance and Procurement Unit, Ms Maria Luisa Wyganowski, Head of Financial Cooperation at the European Union Delegation to Turkey, and Ambassador Mehmet Kemal Bozay, Deputy Minister of Foreign Affairs and Head of the EU Department. The speeches addressed the importance of a results-oriented monitoring approach for the IPA community and expectations for the new period.
During the event, Mr Antoine Colombani, Head of Unit at the European Commission’s Directorate-General for Enlargement and Neighbourhood, also gave a presentation on the European Commission’s new Multiannual Financial Framework.
During the panel sessions held later in the day, success stories from IPA Operational and Annual Programmes implemented in various sectors such as environment, transport, industry, employment and governance were discussed. The panels, attended by representatives of public institutions, evaluated the concrete outputs of the projects, their contribution to institutional capacity development and their sustainability dimensions.
During the panel session, Mr. Mehmet Yunus İnan, Head of the Project Preparation and Monitoring Department at the Ministry of Environment, Urbanisation and Climate Change, Directorate General for European Union and Foreign Relations, shared the tangible gains achieved from projects implemented under the IPA in the environmental sector. Mr. İnan detailed the achievements and best practices obtained from the Technical Assistance Project for Assessing Turkey’s Potential for Transition to a Circular Economy (DEEP Project) and the Technical Assistance Project for Developing the End-of-Waste (End-of-Waste) Concept in Turkey. Mr İnan stated that these projects not only produced environmental gains but also served as good practice examples that strengthened inter-institutional coordination and contributed to policy development processes.
The experiences shared throughout the event once again highlighted the critical role of the results-oriented monitoring approach in the effective, efficient and sustainable use of IPA funds, while contributing to strengthening a common understanding of the methods and tools to be applied during the ROM Phase IV period.
The conference was regarded as an important platform contributing to the more effective use of the results-oriented monitoring approach in IPA applications in Turkey, while strengthening the sharing of knowledge and experience among stakeholders.
