IPA II PERIOD (2014-2020)
During IPA II period that spans over the Instrument for Pre-Accession’s (IPA) 2014-2020 term, “sectoral approach” was adopted to ensure the more efficient use of the funds extended by the European Commission. In this context, it was aimed to manage the assistance in a more efficient way and to achieve concrete outcomes by identifying certain sectors and responsible intuitions, instead of the component-based structure of the IPA I period.
Strategic orientation was the most significant novelty of IPA II. As document underlining the basic financing priorities of IPA II, Indicative Strategy Paper for Türkiye was adopted the Commission on 26 August 2014.
The financial assistance extended under IPA II amounted to EUR 11.7 billion for 2014-2020 period. Out of this allocation, EUR 4.4 billion was extended to Türkiye and EUR 335.4 million of this amount was allocated to the Environment and Climate Action.
IPA II period consisted of the 4 individual priorities as follows:
- Reforms in Preparation for Union Membership;
- Socio-Economic and Regional Development;
- Employment, Social Policies, Education, Promotion of Gender Equality, and Human Resources Development; and
- Agriculture and Rural Development.
By means of these priority areas, IPA II aimed at achieving the following 4 specific objectives:
Support for political reforms;
- Support for economic, social and territorial development;
- Strengthening the ability of the beneficiary country to fulfil all of its future obligations stemming from the EU membership and thus aligning the country with the Union acquis (common rights and obligations organ that interlink the EU Member States); and
- Strengthening regional integration and territorial cooperation.
